  • Utah River Commissioner Gene Shawcroft said Upper Basin states offered a generous conservation plan before Feb. 14 which Lower Basin states dismissed without counterproposal; the Bureau of Reclamation’s alternative plans now require comments by March 2, & negotiations could lead to litigation if no solution emerges by July 1.  Deseret News
